KWAXOLO
CHICKEN PROJECT
OVERVIEW

An investigation into the potential feasibility of a Chicken
Production and Processing Facility in the KwaXolo area of the
Hibiscus Coast Municipality was requested by the Hibiscus Coast
Municipality in 2005. Scientific Roets (PTY) Ltd was appointed
to assess this feasibility and the KwaXolo Chickens Feasibility
Study and Business Plan was developed. Funding was sought to
implement the business during 2006. R 4.2 million was obtained
from the EU Gijima Fund, R 1 million was obtained from the
Hibiscus Coast Municipality and R 2.4 million was obtained from
the Dept. of Local Government and Traditional Affairs.
PROPOSED PROJECT AND BUSINESS ORGANISATION
KwaXolo Chickens will be operated as an integration. This
entails that the central abattoir facility (a farmer’s
co-operative) will contract in excess of 20 broiler producer
groups (also registered as farmer’s co-operatives or trusts) to
grow broilers on a pre-determined production schedule. The
central facility will manage the ordering and delivery of
day-old chicks, bedding material, feed and medicine to the
broiler producers. These costs will then be deducted from the
bill paid to each broiler producer group on delivery of their
birds.
Utilising the scenarios recommended by the Business Plan KwaXolo
Chickens can provide permanent employment opportunities for
approximately 243 individuals. During the construction phase
approximately 100 temporary employment opportunities are being
created.

PROGRESS
Training:
Funding was obtained from AgriSETA to conduct a Poultry
Production Skills Programme. Thirty learners were nominated from
within the poultry production groups identified by the Business
Plan. This training was completed in March 2007. Further funding
for a full NQF 1: Poultry Production Learnership for 120 of the
KwaXolo Chicken Producers has been obtained from AgriSETA for
2008 and 2009. This training will commence in February 2008.
Improved production infrastructure for Co-operatives:
Funding applications to upgrade the production facilities have
been submitted to various donor and government agencies.
Central Facility Abattoir:
The Central Facility Infrastructure was designed, the EIA Record
of Decision obtained and ESKOM Power lines across the property
were diverted. A sod-turning Ceremony was held on the site and
construction was begun. The first phase of construction consists
of the construction of platforms, cut to fill 3600m3, subsoil
drainage, SBS reservoir, concrete chambers, two boreholes and
interconnecting pipe work. Connection at Eskom is also required
along with a standby generator 50 kVA, cabling of approximately
350m, mortality pits and sludge disposal. To date, this phase is
at 98% completion.

Phase 2, which will consist of the construction of the
top-structure (administration buildings, security building,
ablution facilities, lunch room and abattoir), has passed the
tender stage. The tender adjudication has been done and we are
waiting for the appointment of the contractor. When the
contractor has been appointed, the construction stage will
begin.
Institutional arrangements:
Two meetings have been conducted to inform and guide
beneficiaries regarding the organisational arrangements of the
KwaXolo Chicken Enterprise. These activities are on-going and
will be further emphasised during 2008 in conjunction with the
NQF 1: Poultry Production Learnership.
